If you're a sole proprietor and if you have a legal address in one of the supported countries, you may set up a merchant account provided that your bank account is also domiciled in a supported country. However, if you have a company, your company must be legally registered in a supported country. Additionally, you will also be required to add your tax information to get paid and you need to seek assistance with your tax specialists about it. Please be advised that Google is checking all the details you'll use to set up your account and they will take necessary action to review it. Depending on their review, they may remove your application from Google Play Store or put a hold on your account and payout.
If you know someone from a supported country and if he/she agrees to set up a merchant account and manage your application, you may want to ask them to contact us for further explanation of the process.
If these options are not available for you as of the moment, please be informed that we're looking to enable new seller countries all the time, but cannot provide any specific timelines for when your country will be available. Please refer to this link for a complete list of countries we currently support. We're working on having Google Wallet for Business widely available so please look forward to our future updates. Your country, Croatia, is currently supported to offer free applications on Google Play Store, we highly suggest are merchants to have this option for now to gain reviews and ratings.
