run msconfig, startup tab, there is an entry for a Microsoft Windows Operating System entry with a command that ends "ShowWelcomeCenter LaunchedBy_StartMenuShortcut" Remove its preceding check mark, and this foolishness will end.

Nije 20 sec na googleu jer sam to našao i kad to napravim isključi mi pola stvari koje se trebaju dić sa sistemom, skype i itd.
